Distance Education Centre (DEC), Banga Bhawan, Silchar under the aegis of Barak Upatyaka Banga Sahitya O Sanskriti Sammelan conducts One-year Diploma Course in Bengali Language (DCBL). The programme is recognised by the Govt. of Assam vide Notifications Nos.:

  (1)  ASE 313/2013/207A dated 01/06/2017 and

  (2)  ASE 217/2014/240 dated 08/05/2020.

This Diploma Program primarily aims at helping those learners who have not offered Bengali MIL in their HSLC/HS/Degree courses though their mother tongue is Bengali, and they had their schooling in Bengali either in vernacular school under the Government of Assam or in private institutions i.e., English/Hindi medium schools with Bengali as a subject up to class IX (but discontinued Bengali MIL thereafter).

This course is so designed as to enable the students to refresh their knowledge of mother tongue and help them read, write and communicate in Bengali fluently in a simple and easy way to transact their day to day activities in the place of work, be it in educational institutions, government or private offices, in print or electronic media. Of course, others with the basic knowledge in Bengali language, its alphabets and semantics are also eligible for the course.

One-year Diploma Course in Bengali Language (DCBL) is designed for a wide range of learners, TET applicants/ qualified candidates are one among them.

Minimum qualifications for admission:

Candidates who have passed the High School Leaving Certificate (HSLC)/ All India Secondary School (CBSE Class X) Examination of any Board/Council recognised by the Govt. of Assam are eligible for admission to DCBL programme of study.

Programme Outcome:-

The growing trend of apathy towards learning mother tongue is a lamentable lacuna of our education system, which in turn is frustrating the very basic ideal of national education in the country.

Whatever be one’s mother-tongue, an Indian should be able to learn three-Rs in it as it has been approved in the constitution also. The English medium schools (also some Hindi schools) very often do not have the provision for imparting lesson in the mother-tongue to many of the different linguistic communities. As such a generation seems to have emerged in Assam (also in other states) who cannot read or write their mother-tongue and have a poor capacity of understanding it when spoken to them, and this way they are virtually delinked from the tradition and values of the nation integrated by the knowledge of mother tongue rooted to this soil. Barak Upatyaka Banga Sahitya Sammelan believes that true national feelings could develop out of awareness of the culture and tradition of the country, and knowledge of the mother-tongue is the access to this domain.

It is also true that many however, fail to receive lesson in mother-tongue due to various other reasons. Considering their position, Sammelan has undertaken the responsibility of opening a Distance Education Centre introducing a Diploma Course programme in Bengali with a centrally located study centre at Banga Bhawan, Silchar, for imparting lessons in Bengali language and literature catering to the needs of the present time with a futurist outlook with course designed by reputed academicians associated with the organization, study materials prepared by them covering the important areas of language and literature to enable the learners acquire the skill of reading writing and communicating in the language with ease.

Assam Govt.'s Recognition:-

The Government of Assam has kindly accepted the proposal vide a notification of the Governor of Assam, No. ASE 313/2013/155 dated 21/01/2017, and further, by the Gazette Notification, the Secondary Education Department, Govt. of Assam notified vide Notification No. ASE 217/2014/240 dated 8th May 2020 that the Diploma Certificate in respect of recruitment in all the Govt. HS and High Schools would be accepted by the Government of Assam. The Gazette Notification* dated 8th May 2020 reads:

10 (4) (ii) “In case of Bengali Medium School, the candidate must have passed HSLC or equivalent Examination with Bengali language as one of the subjects or having Diploma in Bengali Language issued by the Barak Upatyaka Banga Sahitya O Sanskriti Sammelan or read up to HSLC level in Bengali medium School.”

Programme details:-

DCBL programme is an one-year diploma course comprising of 2 (two) semesters—
First and Second semesters. Each semester has 2 (two) papers and 2 (two) Home Assignment/Academic Project including Libary Works as per the Syllabus.

Mode of Teaching :

A weekly class of four periods on Sundays at Silchar with competent faculties providing guidance to the learners on the basis of self-learning study materials particularly designed for this program. Though attendance is not mandatory, it is desirable that local students would attend the classes.

Outstation students (along with local students) would, however, receive coaching in online mode, as and when provided. Study materials, questions of Assignments, outline of Academic Project may be sent by the Centre to the students by post. Similarly, students may send their complete Reports of Assignments/Academic Project including Library Works by Speed Post of India Post (students are advised not send the materials by any private courier) on their own cost.

Presently the entire program is conducted centrally from DCBL Distance Education Centre, Banga Bhawan, AK Chanda Road, Silchar 788001, Cachar, Assam. Candidates from the districts of Barak valley, namely Karimganj, Hailakandi, and of Cachar may attend the classes in Silchar while candidates from distance, particularly from the districts of Brahmaputra Valley in Assam, or from Dima Hasao and Karbi Anglong District, on being admitted to this program may attend contact classes on Sundays if they have occasion of visiting the centre in addition to receiving online coaching.

The online classes are introduced recently and the students may attend the classes on being informed beforehand as per the routine to be issued in due time.

Semester Examinations:-

Students may appear in the semester examinations (REGULAR/ARREARS) depending on their eligibility and of their preference in theory papers. At present, there are only 2 (two) centres of examinations— Silchar and Karimganj. Candidates may choose their centre- however, if the number of examinees are less than 10 (ten), an examination centre may be withdrawn. Outstation candidates are advised to pre-plan their itinerary (detailed plan for a journey) so as to appear in the semester examination as per announced schedule.

Semester Examinations (REGULAR):

At the end of each semester’s contact classes, examinations are held twice a year in the designated centres:

(i) First Semester Examination (March/April) and

(ii) Second Semester Examination (August/September).

Semester Examinations (ARREARS):

Candidates either failed to get minimum pass marks in any paper or failed to appear in any theory paper may appear in the concerned paper/s in any subsequent Semester Examination/s- the examinations for such candidates will be treated as Arrears Examinations. Marks (Pass marks and above) secured in any previous examination/s in Theory/Home Assignment/Academic Project for such candidates will be carried forward in the mark sheet of Arrears Examination.

Both first and second semester arrears examinations are held along with the concerned semester examination.

Students can appear in any one/two paper/s; however, candidates shall be allowed to appear in arrears examinations during the valid period of their enrolment in the programme. Validity of enrolment of each enrolled student is 3 (three) consecutive academic sessions.

Candidates who failed to submit Home Assignments/Academic Project on or before due time may submit the same on any subsquest day (dates of submission as announced for regular batches) for evaluation and such submission will be treated as appearing in arrears examination/s.

Results:-

Resuls for semester examinations (REGUAR/ARREARS) are usually announced within 45 (forty five) days of the last date of examination of the concerned semester. Course Completion:-

A student must complete the programme within 3 (three) consecutive academic sessions. After 3(three) consecutive academic sessions, a student already admitted may renew his/her admission on payment of requisite Admission Fee- such a student will be treated as a new student enrolled for a new academic session.

Certificate :

The Mark sheets-cum–Provisional Certificate is issued only to the candidate who has successfully completed DCBL programme of study within stipulated period. Such a certificate would be signed by the Controller of Examinations and are issued for distribution within 45 (forty-five) days of declaration of result.

The Diploma Certificate would be signed by the President and the Director, and would be distributed to the concerned students at the formal function of Siksha Samapan. Interested students may attend the function to receive the Diploma Certificate or they may receive the same at a later date from the office of Distance Education Centre, Banga Bhawan, Silchar.

The Mark sheet-cum–Provisional Certificate and Diploma Certificate would not be delivered to a student by post/courier service— however, they may apply to receive the same through their Authorised Persons with Authority Letters and proper personal identifications of both the students and authorised persons.

The Rector (Acharya), an outstanding academician is the titular head of the Distance Education Centre (DEC), who would advise the Centre and he/she would be appraised of the activities of the Centre time to time. He/she would be present in the Siksha Samapan programme and formally distribute the Diploma Certificates.
The President, the Central Committee, BUBSOSS is the ex-officio President of DEC, and the Director (Sanchalok), an outstanding academician with administrative responsibility would execute the function on behalf of the President.

The Central Executive Committee is the ultimate approving authority of the decisions taken for execution by the Centre, which, however, would be required to be approved in the biennial General Conference of Barak Upatyaka Banga Sahitya O Sanskriti Sammelan (BUBSOSS).
